There are two points where Charizard preforms a helpful act: 1) Charizard is released simultaneously with Squirtle and Bulbasaur. All 3 of them (plus Pikachu) try to break Moltres free, but Ash never actually asked any of them to do anything but to "go". 2) The second act is pulling Ash's sleigh, where once again no command was given. Ash looks at the wrecked boat, then suddenly they are already moving quickly. Obviously Charizard must have been cooperative or Ash would have never gotten a rope tied around him, but still we never directly see him "obeying Ash" which is what Charizard never once did prior to Charizard Chills.
