:I think the 100% is referring to the fact that no matter when it's used, it does damage and has a chance to inflict sleep (as opposed to Secret Power, which only does so in long grass). Nonetheless, I do agree that the wording is misleading. Perhaps this: Ancient Song is the only move that inflicts damage and has a chance to cause sleep, regardless of the battle conditions.
