Has anyone looked into how phenomena occurs? All I've been able to gather so far is that it's step based and has some random element, like normal wild encounters. I don't know if the probability of phenomena occurring increases with more steps or if it's just entirely random though. I'm somewhat wiki retarded, so sorry if the talk page isn't the right place for this, or if it's not formatted well (and if it doesn't belong here, sorry, and certainly delete it).
