:::Well, when you encounter a Pokémon by any means, unless only one is available, you will encounter one from a list of several Pokémon, hence "possible". However, the Pokémon found by each phenomenon are different in each location (although often some are the same, such as Audino and Basculin). From moving around for ages and going through dozens of these, I think it's safe to say that phenomena occur inside of a 9x9 grid around your character, or anywhere within 4 steps horizontally and vertically. This means if you want to get a guaranteed phenomena in grass without having to run through additional grass and risk losing it to an encounter, take 4 steps away from the grass and run parallel to it.
