I accidently checked asm code of GEN4 Kor Roms, and found that GEN4 Kor can only read Japan and English GEN3. And I tested it on emulator and flashcart to confirm it. The  result finally appears after 13 years: the second option you said is true, 'if it can read ONLY Japan or English games.'
* The address of asm codes which mainly control migration of language in RAM is:
  DP(0x0222D81E), Pt(0x222BE5E), HGSS(0x0222807E).
