:::I happen to have the full artwork of the turtle and can say that it has very little resemblance to Purutoga. I think rather than having an actual relation they just have similar design themes, both being turtles and all. For example, the new electric flying squirrel resembles Pachirisu, but they're not related. They simply follow typical themes standard for a Pokemon of that type.
