One stage or two

This page says the move decreases speed by one stage, while other sites (aka smogon) says it decreases speed by two stages. Which is correct?

Move animation is different

The move animation in B2W2 is different than in BW. The icicles that float around the target change color from transparent, to blue, to purple, whereas in BW they remain transparent. hfc 2X 18:54, 16 November 2012 (UTC)
