Reason: Generation III information

This is a list of all key items that appear in the coding of Pokémon games, but are not available for whatever reason. This does not include key items that are found in the code of Pokémon HeartGold and SoulSilver that are only available in Pokémon Diamond, Pearl, and Platinum such as the key to the Valley Windworks, but instead items that are not available in any of the games of their generation. Their sprites and bag descriptions remain, however, they are unobtainable and will have no use whatsoever if they are hacked into the bag.

In Generation I

Badges

Unused items with the names of all the badges exist in the games' coding. This could mean that the badges were originally going to be items that were carried in the player's bag. The Boulder Badge and Cascade Badge are the only ones that do something when used in battle - they allow the player to throw bait and rocks, respectively, as in the Safari Zone battles. When used outside of battle, they have another strange effect - after the throwing animation, the music changes to a loop of Professor Oak's 'good Pokédex' jingle.

Surfboard

There is an item in the game (listed as "?????" in the bag) that enables the user to Surf without using a Pokémon. This may mean that the move Surf was not implemented as an attack originally, or that the HMs did not initially exist. However, the Surfboard may instead have been a prototype object for testers to advance quickly through the game and access Cinnabar Island without breaking the game's programming.

Unused TMs

Unused items exist in Generation I named TM51 up to TM55. These TMs actually correspond to the five HMs, for example, TM51 contains the move Cut. These TMs are likely filler data for slots 251-255, or perhaps the five HM moves may have been intended to be taught like regular TM moves.

There are also glitch moves with the names TM51, TM52, etc.

In Generation II

Teru-sama

Main article: Teru-sama

The Teru-sama (Japanese: カビチュウ Kabichū) is an unused key item and a glitch item. It is stored in either the Key Items pocket or the Items pocket of the bag. The Teru-sama is essentially filler data used to fill data slots not used by real items, much like glitch Pokémon fill unused Pokémon slots. Overall, there are 29 Teru-samas in Pokémon Gold and Silver, although there are fewer in Pokémon Crystal as new key items are introduced in Crystal.

A specific Teru-sama obtained by the Celebi egg trick in Pokémon Gold and Silver may be traded to Pokémon Crystal where it will become a GS Ball. Other Teru-samas will transform into other key items exclusive to Pokémon Crystal.

The Teru-sama has few useable functions. Two variations contain data for the Town Map and the Poké Flute and can be used as such if hacked to have a "Use" option. This data is likely carryover from the Pokémon Red and Green engine. The Teru-sama can also be sold for $19660.

HM08-HM12

Items exist for HM08-HM12 in Generation II, but they cannot be used. Similar to TM51-TM55 in Generation I, they are probably just filler data for unused item data slots. HM12 has the description "Attacks 5 turns with rising power", and HM08-HM11 have "?" as their description.

Many of these items were intended to be introduced in Diamond and Pearl, but did not make the cut to actual gameplay.

  Loot Sack

The Loot Sack is an item created to hold items that were dug up from the The Underground.

The item is, in fact, unobtainable in Pokémon Diamond and Pearl. This is because this selection has been altered to where it can only be selected in the Underground. It can still be obtained by hacking, but will have no function. Interestingly, its sprite is a recolor of the Soot Sack from R/S/E.

  Red Chain

Main article: Red Chain

The Red Chain, while a major part of the storyline of the Sinnoh trio of games, was apparently initially to be available to the player to summon Dialga and/or Palkia, much like items of previous generations summoned the legendary version mascots to battle.

Its bag description is as follows:

A mythical chain that is said to link the legendary Pokémon that created the Sinnoh region.
It is said that the Red Chain summons Dialga and Palkia when it is put together.

  Rule Book

The Rule Book is a user's guide to online trading. This book contains rules on how to trade via GTS.

This item is a remnant from the beta versions and is unobtainable in Pokémon Diamond and Pearl. This is because users are allowed to set their own guidelines for trading. It can still be obtained by hacking, but will have no function.

  Seal Bag

The Seal Bag is a beta item that can be obtained on the GTS. It is unclear how the glitch to find the item works.

The Seal Bag was originally supposed to hold up to ten Seals, but this was rejected in favor of the Seal Case. However, it still remains in the game's programming. Because of this, it can be obtained through glitches, such as the GTS morphing glitch.

In HeartGold and SoulSilver

  Photo Album

The Photo Album (Japanese: フォトアルバム Photo Album) is a beta key item.

The Photo Album was supposed to contain the photos taken in several locations in the games. Instead of the key item, the feature can be found in the PC (which can store up to 36 photographs). Photos can be deleted or reordered within the album, and each photo displays the location and date that it was taken on. The name of the Pokémon that was first in the team when the photo was taken is displayed within the description. The background of each picture also changes within the main album to reflect the area in which it was taken, such as indoors or by the sea.

The SlowpokeTail (Japanese: おいしいシッポ Delicious Tail) is a beta key item.

The SlowpokeTail, while a normal, freely available item in Generation II, was turned into a key item in Pokémon HeartGold and SoulSilver. Its supposed purpose in the game is unknown as it was dummied out before the games were finally released.
