 The idea behind Ploot is that it's supposed to be like a moving factory that produces nothing but industrial waste.

 The attack power didn't get boosted that much because the Thick Club can make Marowak's attack power higher than Deoxys's.
Jynx   Jynx, Electabuzz and Magmar all had pre-evolutions in Gen II but in Gen IV, Magmar and Electabuzz gained evolved form while Jynx didn't. Trade w/ Freeze Booster Sorceryce

 Slurpup is supposed to be like a living black hole, hence the Dark sub-type. Also learns a new move called "Black Hole".
Kecleon   I don't think Kecleon was meant to be fully-evolved, because it lacks Hyper Beam and Giga Impact. Plus, it's strictly a novelty Pokémon. Lv. up after learning Prism Beam (new attack I made up) Chameflage

 Rotom's evolved form should definitely look more like Pulseman. It'll also get Volt Tackle and new Electric-type variant of Vacuum Wave called "Slash Arrow".

 I see Carnivine as being like Petey Piranha[1], so I guess a Baby Carnivine would be like a regular Piranha Plant[2].
