In the Mega Dimension DLC, a man who will exchange Mega Shards for TMs and Feathers is located in an alley near Wild Zone 17. Note that each TM can only be purchased once, as it is not possible to have more than one of each in the satchel.

Upon beginning Side Mission 191: Collecting Four Drives, the man will begin selling Genesect's Drives.
