Sorry, but I'm not a staff member, nor do I know what "vandal filter 3" means. If you visit this page, you can see a list of staff members so you can ask one of them.

As for your user page, new users aren't allowed to edit them initially. You'll need to become autoconfirmed by having your account for a certain amount of time and making a certain amount of edits to the mainspace. (No one but staff knows the exact numbers for either of these.) In addition, before you make a user page, please ensure you're familiar with our userspace policy, especially in regards to how often you're allowed to edit it.
