In the games, under levelled Pokémon can occasionally be found, usually by Trainers, rarely though in the wild.

- Despite the fact that Wally caught his Ralts on Route 102 at level 5 in Ruby/Sapphire/Emerald, it is impossible for the player to catch a level 5 Ralts in the entire game, beside by breeding one.
- This may have been done so Wally could have a "starter" Pokémon at the same level as the player's.

Underleveled Pokémon
Through some unique circumstances, it is possible to have Pokémon at a lower level than they are usually available via evolution. Underleveled Pokémon appeared as early as Red and Green, with level 4-6 Kakuna and Metapod available in Viridian Forest. Kakuna and Metapod cannot be obtained by evolution until level 7.
Prior to Generation V, Pokémon obtained in in-game trades are always the same level as the one being traded away, so many underleveled Pokémon can be obtained through in-game trades. For example, in Red and Blue and FireRed and LeafGreen, it is possible to obtain an Electrode as low as level 3, even though the species evolves from Voltorb only at level 30 or above. This Electrode can be obtained by catching a Pikachu in Viridian Forest at level 3, evolving it with the Thunderstone, and trading it on Cinnabar Island. - Some non-player character Trainers use underleveled Pokémon in battle. For example, Lance has three underleveled Dragonite in Generations II and IV, with one being at level 40 in HeartGold and SoulSilver. Many other in-game Trainers also possess underleveled Pokémon.
The Pomeg glitch allows players to obtain any stage of a Pokémon capable of being hatched from an Egg. In Emerald, this means that all these Pokémon can be obtained at level 5; in Generation IV, these Pokémon can be obtained at level 1. This glitch was fixed in Generation V.
In Pokémon Yellow Dragonair is available in the Safari Zone at level 15, although Dratini does not evolve in to Dragonair until level 30.
In Viridian Forest in Pokémon HeartGold and Pokémon SoulSilver, Noctowl can be found at level 7, although Hoothoot does not evolve into Noctowl until level 20.
On Unova Route 4, a level 25 Braviary appears on Mondays in White 2, and a level 25 Mandibuzz appears on Thursdays in Black 2. Both are underleveled since both are obtained by evolution at level 54.
In the Relic Castle in Pokémon Black and White 2, Volcarona can be found here at level 35, although Larvesta does not evolve until level 59.
In the Floccesy Ranch Hidden Grotto, a Herdier may be obtained (with its Hidden Ability) as low as Level 10 up to Level 15. Ordinarily, Herdier does not evolve from Lillipup until Level 16.
In the Castelia Sewers in the Spring and Summer, there's a chance the player can encounter a Muk while surfing in rippling water with a level range of 5 to 20, though Grimer doesn't evolve until level 38.

- Falkner's Pokémon are the lowest level of any Gym Leader. His level 7 and 9 (9 and 13 in Generation IV) Pokémon include an underleveled Pidgeotto that is unobtainable in games other than Pokémon HeartGold, SoulSilver, and Yellow.

- In Ruby, Sapphire, and Emerald Versions, Pokémaniac Steve's Lairon is underleveled in two of his rematches with the player. Both his Aggron and Rhydon in his final rematch are underleveled too.

- Super Nerd Glenn in Generation I (unnamed) and III has an extremely underleveled Muk. His is at level 22, whereas Grimer evolves into Muk at level 38; a 16 level difference.
- Super Nerd Sam in Generation II also has an underleveled Muk. His is level 34, 4 levels too low.

- Magneton can be found underleveled at level 26 in New Mauville; this also allows for Magnezone as low as level 27 if one is sent through Pal Park. They are found even further underleveled in Johto's Safari Zone, at level 17, giving players the ability to legitimately have a level 18 Magnezone.

- In both of its appearances in Yellow, Weezing is underleveled.

- The Zoroark found in Lostlorn Forest is underleveled as it would not normally evolve until level 30.

- Wattson's Magneton and Manectric are underleveled in the games.

- In Pokémon Yellow and Pokémon HeartGold and SoulSilver, wild Pidgeotto can be found in the forest, most likely to represent the events of the anime. However, they are level 9 and 7; normally Pidgey evolves at level 18.

- Ghetsis's Hydreigon is underleveled; Zweilous does not evolve until level 64.

- Winona's level 33 Altaria in the games is underleveled; Swablu do not evolve until level 35.

- Grimsley's Bisharp is underleveled in the first match against him; Pawniard does not evolve until level 52.

- Drayden and Iris's Haxorus are underleveled; Fraxure does not evolve until level 48.

- As the Yellow Version of the games is similar to the anime, underleveled wild Pidgeotto could be found in the Viridian Forest. This trait was carried over to Pokémon Gold, Silver, and Crystal, and their remakes.

- Engineer Bernie on Route 11, in FireRed and LeafGreen, has a Magneton that is massively under-leveled, at only level 18. When rematching him, his Magneton are at level 28, still two levels before Magnemite should evolve.

Illegal Pokémon
Several of the Trainers use underleveled Pokémon.[1] However, some of these Pokémon become eligible with tradebacks.
- Mr. Fix uses a level 15 Magnemite in Round 1.
- Hiker uses a level 15 Seadra in Round 1, which is unobtainable even with tradebacks.
- Swimmer uses a level 17 Seadra in Round 2, which is unobtainable even with tradebacks.
- Burglar uses a level 15 Tentacruel in Round 2, which is unobtainable even with tradebacks.
- Fisher uses a level 15 Machamp and a level 15 Golem in Round 2.

- Lance has battles with two illegal Pokémon: the Dragonite that knows Barrier that he uses in Red and Blue and the Aerodactyl that knows Rock Slide that he uses in Gold, Silver, and Crystal. Furthermore, all his Dragonite from Generation II, as well as in the double battle against Team Rocket and the first battle against him in the Pokémon League in Generation IV, are underleveled.

- In Platinum, her Cherubi has been replaced by a Cherrim, but it is under-leveled, as Cherubi evolves into Cherrim at level 25.

- Falkner's Pidgeotto in the first match of Generation II games and its remakes is underleveled, at a level at which this Pokémon is unobtainable in games other than Pokémon Yellow, HeartGold, and SoulSilver. In all of these games, they can be found in the same location, Viridian Forest.

- In the Galactic Hideout in Eterna City, Jupiter has an underleveled Skuntank. It is level 20DP/23Pt, but Stunky evolves at level 34.
