Appearance
Tarragon is a short, elderly man with tan complexion and a slouched posture. While he is bald, he has a long white beard tied into several bunches. He wears a dark beige worker jumpsuit over a yellow hooded top. He also wears white gloves and a dark beige safety helmet covered in stickers; his Key Stone is embedded on the front of his helmet.
Personality

Despite his age, Tarragon is a very high-spirited and whimsical soul. He came up with the idea for Racine Construction to create scaffolding obstacle courses in order to bring more fun into Lumiose City.
Tarragon deeply loves his granddaughter Canari, and tends to spoil her. Wanting to promote his granddaughter's streaming career to the masses while also shielding her from potential unsavory fans, Tarragon pretends to be Canari for her in-person events using the Holo Caster technology, controlling a hologram of her using an app that syncs it with his movements. Over time, Tarragon grew to enjoy playing the part outside of doing it as a necessity.
History
Pokémon Legends: Z-A
Tarragon first appears in Pokémon Legends: Z-A at Hotel Z, talking to the player and Urbain/Taunie after his company fixes the hotel's front. He gifts the player a Red Canari Plush and tells them that they can get more plush by collecting and trading in Colorful Screws from scaffolding obstacle courses built by his company.
Later, the player visits Electrical Substation to find Canari, as she is their assigned opponent for the Z-A Royale promotion match to Rank E. The Canari Quiz Whiz Contest is held at the substation grounds, with a hologram Canari appearing on stage. After the player bests the Quiz Whiz Contest and requests for a promotion match, they head to Racine Construction and battle Tarragon before battling Canari. Upon defeat, Tarragon will confess that the hologram Canari at the Quiz Whiz Contest was actually him. Later, after the player defeats Canari, she blames Tarragon for losing to the player first; Tarragon responds by promising to buy Canari anything as an apology, which she accepts.
Tarragon later appears in Hotel Richissime as one of the guests invited to Jacinthe's "Le Super-Tournoi de Jacinthe" tournament, and is defeated by Gwynn in the first round.
During the game's final act, Tarragon and his employees work together to build a giant obstacle course in order to help the player get to the next stop to reach Zygarde. He and his company are later seen in the credits, helping to clear the rubble after the incident with Prism Tower.
