 :::That scan is from a one-shot manga called ''Pocket Monsters HeartGold SoulSilver - Go! Go! Pokethlon'' by Ihara Shigekatsu and Hibiki also showed up in that manga, except his name was Takashi. It was released before the actual game, so I can see why Ihara named accidently named him that instead. +In the trivia section, it says Kotone is the only pseudo rival not to have a starter. (I'm wondering why it's not on Hibiki's page.) However, early in the game, they are seen with a different Pokemon, Zubat, so Marill isn't their only Pokemon not to mention later in the game the player sees thast the third starter is gone and asks him/herself said question. They could of taken the third starter, Marill might just be their first Pokemon in their party and we know that they have more than one Pokemon, so it's possible.
