The Cut glitch is a glitch in Generations I and II that allows the player to get stuck on top of a cuttable tree.  To perform the glitch, the player must have the Gym Badge allowing the use of Cut (the Cascade in Kanto; the Hive in Johto), and 01 taught to a member of the party.
The "Cut Glitch" can refer be used to refer to two different glitches in the Pokémon "Main Series" games involving the move 01, one of which being more severe than the other.
<br>
It also refers to a glitch involving an invisible tree on Route 14.

Glitch One
This more severe glitch of the two allows the player to get stuck on top of a cuttable tree. This glitch is present in Generations I and II. In order to perform the glitch, the player must have the Gym Badge allowing the use of Cut (the Cascade in Kanto; the Hive in Johto), and 01 taught to a member of the party.

If, upon cutting down the tree, the player saves the game while standing in the spot where the tree stood, and turns off the power, he or she will find their avatar standing on top of a tree when the game is reloaded. In some cases, the player may find that he or she is permanently stuck on the tree. The only remedy for this is that the game be restarted.
If, upon cutting down the tree, the player saves the game while standing in the spot where the tree originally stood before being cut down, and turns off the power, he or she will find their avatar standing on top of a tree when the game is reloaded.

The glitch occurs because the games' primitive save systems could not store the data needed to remember that the tree had been cleared. Due to an overhaul in the way this data is stored starting with Generation III, this glitch has not been present in any later games.

The Other Cut Glitch
Mechanics
The other cut glitch is a minor glitch in Generation I where a tree on the bottom of Route 14 can be cut down, and then if the player walks five steps west from where the tree was (so that the spot is at the edge of the screen), and then walks back, their path will be blocked as if a tree was still there. The invisible tree can be cut down normally by selecting a Pokémon from the party to use Cut.
This glitch occurs because the games' primitive save systems could not store the data needed to remember that the tree had been cleared.

Due to an overhaul in the way this data is stored starting with Generation III, this glitch has not been present in any games from Generation III onwards.

Glitch Two
This glitch is a minor glitch in Generation I involving a tree near the bottom of Route 14.

If this particular tree is cut down and then the player walks five steps west from where the tree was (so that the spot where the tree used to be is at the edge of the screen) and then walks back their path will be blocked as if a tree was still there. Even though the tree is not visible, it can still be cut down normally using the move Cut.
