It's possible that the sentence describing Gen II as having the most reliable cloning glitch is very old, maybe even pre-dating the discovery of the Emerald glitch. Nonetheless, I'd have to rank Emerald's as being the most reliable cloning glitch in the history of the games, in that it doesn't require any sense of timing whatsoever, making it nigh-impossible to mess up.
