== My way ==
The way I do it, I don't need to time anything by myself, this is how:
# Record the animation from an emulator
# Crop and mirror, then save as .avi in a program called VirtualDub (Mirror because I record it from the status screen)
# Open that in Photoshop (I use CS4) and make it transparent, then save as animated gif.
# Open the gif animation in a program called GIF Movie Gear, edit it there and save as animated png.
This way, you don't have to count anything by yourself, the fact you recorded it gives you the correct timing.
