From reading this page http://www.pokemon.co.jp/special/hgss/news/01.html it says if you reserve Pokemon HeartGold (pic of Ho-Oh) and if you reserve Pokemon SoulSilver (pic of Lugia), the arrow says furthmore when these 2 simultaneous reservations, you can receive Arceus on July 4th, which is when the reservation campaign starts, you can only reserve these at the object circulation store.
