I'm pretty sure [[Accuracy|accuracy]] changes, depending on the [[Level|levels]] of the user and the target. Try using {{m|Sheer Cold}} with a {{p|Kyogre}} against a lv. 1 [[Pokémon]] a lot of times and you will hit a lot of times.
