These are Legendary Pokémon, they've been around for hundreds of years (presumably), they could just be immortal, with no need to reproduce, thus no need for genders. I'm not arguing, merely pointing out, I accept that Bulbapedia recognizes them as "Unknown" rather than "None" when it comes to gender.
