Ho-Oh and Lugia in the 3rd Generation games were only available from the event-exclusive Navel Rock. Before the release of HeartGold and SoulSilver, the only way to them in Diamond, Pearl and Platinum, was through Pal Park. However, with the release of HG and SS, now you can get them by trading with HG/SS. | |||
