::::I meant who can have Blast Burn, but I get what you mean. For base Sp. Attack it would be Blaziken with 110, while Charizard and Typhy have 109, and Infernape has 104. I haven't ever had a Blaziken with more Sp. Attack than any Charizard or Typhlosion though.
