It is stated by Sherles in an easily missed conversation at one point that they "arrested a man five years ago named Evice" who "appeared to be the head of Cipher." He then tells you that they discovered "Evice was only the boss of the Orre Region" which means two things: one, Greevil was always the boss of Cipher, and two, Cipher likely has operations in regions other than Orre. | |||
