:Phione counts because to get one you have to breed a legendary. Unown doesn't because it's extremely distant from any other legendary. Note the beasts and the birds. Sure they're separated by the powerhouses and events by Dratini and Larvitar's families, but they're next to each other and divided from the others by no more than three Pokémon.
