::What has stat's got anything to do with whether it's legendary or not? If Phione has the same stats as, oh, I don't know, a Glalie, by that same logic, it shouldn't even be classified as a Legendary. Heck, some people actually ARGUED that Entei has the lowest stats of a Legendary possible up until Phione's introduction.
