There's an old woman on the island's cape, Cape Brink.  She lives in a cottage and inspects Pokémon.  The town's residents consider her a little creepy, and none of them can remember a time before she lived there.  She is a Move Tutor that will teach a special move to a certain Pokémon under certain conditions: It must be either a Vensaur, Cahrizard, or Blastoise.  And it must be the first Pokémon the trainer started their journey with.  If the Pokémon meets those two qualifications, the old lady will teach either Blast Burn, Frenzy Plant, or Hydro Cannon to the special starter Pokémon.

Right next-door to the Game Corner is the Move Maniac's house. Bring him two Tinymushrooms or one Big Mushroom and he'll teach your Pokémon a move it learns at a lower level.  This is useful for relearning forgotten moves, or moves that were accidentally not leanred.
