I can confirm beyond the shadow of a doubt that your Pokemon doesn't have to be your starter (or even have you as it's OT) to learn Frenzy Plant and the like. I started a LeafGreen about a year ago, and played through it as if it was Yellow. That is, I traded off my Starter for a Pokemon holding a Light Ball and gave it to a Pikachu I caught in Viridian Forest. When I got to Cerulean, I traded a Bulbasaur to my game that had been chosen as a starter in a different game. Same when I got to Nugget Bridge, and beat Surge for Charmander and Squirtle. Now, when I got to Two Island, ALL THREE of them could learn and did learn their respective moves. I should note that my offical starter (the one I chose and traded off as soon as I got Pikachu) was Charmander, and the Charmander I used wasn't even that same Charmander.
