(Royal Avenue is even described as a city street, it has everything to be considered a settlement. People living there, a Pokémon Center, a shop, buildings... The official guide recognizes it as a settlement and other wikis do that too. Mount Hokulani should be also considered one, it's the same case, but I have more doubts with that and I guess that's considered an opinion so I didn't add it.)
