Insofar as words being put in anyone's mouth, you're putting words in Shudo's. n.b. the key word in your entry is assumptions. Indeed, I am assuming it's possible that Shudo's order was vague. Which means we cannot know with confidence that Shudo 'created' Lugia. You're assuming Shudo's order was less vague.
