I hope that clears up more, really you can't translate it in another way? Maybe? Like, like... he's basically saying that, for the movie (I'm assuming Pokémon 2001, didn't it have Lugia?), he thought of Lugia (in some way or form), and it was originally intended to only be used for the movie.
