Hi everyone, so I took it upon myself to list which Pokémon can outbreak in each region. At this point I'm almost certain that the only Pokémon that cannot appear in outbreaks are :
:- Legendary/Mythical Pokémon
:- Pokémon that never spawn in the overworld (Sneasler, Overqwil, Kleavor, Wyrdeer, Basculegion, Ursaluna, Lilligant, Hisuian Electrode)
:- The three starter lines and Pokémon that only appear in distortions (Magnemite line, Porygon line, the eight Eeveelutions, Johtonian Sneasel line, Gengar, Cranidos line, Shieldon line, Scizor).
:- Pokémon found only as fixed Alphas in the overworld (Infernape, Torterra, Empoleon, Steelix, Golem, Machamp, Hisuian Goodra, Probopass, Rhyperior, Clefable, Mismagius, Electivire, Gliscor, Garchomp, Lucario, Gallade, Mamoswine, Froslass, Dusknoir, Ninetales, Tangrowth, Lickilicky, Honchkrow, Roserade, Vespiquen, Raichu, Lopunny, Snorlax, Rapidash, Alakazam. (I've come across Gardevoir and Drapion outbreaks though, so perhaps these a just super rare, as both of them are not seen aside from their fixed Alphas).
:- I have yet to come across an outbreak of Pokémon that only appear flying in the overworld (Togetic, Togekiss, Hisuian Braviary, Magnezone, Crobat).
