It was sent after I made an edit in the talk page of the to-do list, so I believe that may be why I received it. As you can see, it claims I got permission to upload images by creating my account, which is inaccurate, as you need to edit a certain number of images to get that permission. After I got that message, I checked and saw that I was not, in fact, able to upload images. A few hours later I managed to get it by editing several different images, but not before. To clarify further, I was already aware of the limitations on uploading images for new users, so it's not like the message led me astray or made me think I ''could'' upload images when I could not. I'm just saying that it's probably time to update what that welcome message says. Oh jesus, I forgot to sign it again, I'm sorry. By the way, if I have done anything else wrong, don't be afraid to tell me, okay? I just want to make sure I haven't screwed up in my first few days in the wiki. Also, please make sure to use the Preview Button rather than edit a page multiple times to reduce the chance of clogging up the Recent Changes pages.
