:I've tested this some time ago, and while Weather Ball changes categories and can be countered by either Counter or Mirror Coat depending on its type, Hidden Power will in fact always be countered by Counter in Generation III (even though it does use the appropriate stats). This is reflected on the respective pages, and I don't think Weather Ball behaving as expected deserves any special mention.
