::I originally made it that way because it's neater, however, it later turned out that while Niantic keeps introducing new moves, they never update Smeargle's learnset. Also, as they keep churning out more unreleased move entries, it makes listing exceptions increasingly ambiguous and confusing. It's naturally is easier to maintain by simply listing out what it can learn, since that's how it's done in the source code anyways.
