The gang of thugs had been running a fake Pokémon interpreter scam, and profiting off their fake services. Their conduct was not unnoticed by the authorities, and [[Officer Jenny]] was preparing to arrest [[Simon]], who was a practicing Pokémon interpreter and appeared to match the police report descriptions.
They first appeared while in hiding. They soon fired missiles at [[Simon]], {{Ash}}, and {{ashfr}} to blind them with a smokescreen, giving them a chance to nab Simon. They dragged him away and wanted him to join their group, as he had the ability to talk to Pokémon. Simon refused since he felt that their actions were wrong, and then escaped.
