: This "cap" is easy to understand. Remember that the very last step in the calculation is dividing by 100. If the intermediate value is stored as a 16-bit value, anything that hits 65,536 will overflow — and 65,536 divided by 100 is 655.36. So I'd expect the actual rollover value to be 655.36 (not 655.00), subtracting that amount (before rounding) from anything that goes over.
