The naming scheme isn't exclusive to Pokémon Adventures, so I don't see it as a reference to it. Her counterpart in Pokémon Pocket Monsters[https://bulbapedia.bulbagarden.net/wiki/Blue_(Ruby-Sapphire)] is called Blue too, despite being clearly based on Leaf from the remakes.
