Prior to the events of ''[[M21|The Power of Us]]'', Risa was a star athlete, but a leg injury caused her to stop. Though her injury healed, she became concerned about running. One day after high school, Risa visited her brother {{OBP|Rick|M21}} in the hospital. Whilst there, he asked her to go {{pkmn2|caught|catch}} him a Pokémon. Despite knowing little about how to do so, she agreed to complete the task with the help of {{OBP|Ash Ketchum|M20|Ash}}. She eventually succeeded in catching an {{p|Eevee}}, using {{p|Pikachu}}.

Arriving in [[Fula City]], she watched the [[Pokémon Catching Race]] and afterwards, asked [[Callahan]] who won the competition where she could find the Pokémon her brother asked her to get. Callahan told her that she could find it on the mountain and followed his advice, went up the mountain, only to be told that the mountain was off limits Eevee couldn't be found there. She arrived back at the hotel the next morning where she encountered Ash. She later assisted in the clean up operation and confronted Callahan about his lies, only for him to run off.
