::::::It only happened twice because Ash never caught more than five Pokémon per region. And whenever he did get a chance, he'd release or give it away *ahem*Primeape*ahem*. The writers had plenty of opportunity to have Ash evolve a Water type/catch a non-bird. In this episode Ash says he has never slept in the top of a tree before. I am not sure if this is a dub edit or not. He slept in a tree with Morrison (very near the top, but a much shorter tree) in "Less is Morrison", although it was on a hammock. When he said he hadn't slept on a tree before, it immediately struck me that this was being ignored, not sure if its worth mentioning at all in errors.
