:::::Partially related, but I don't see how it being with Misty in the female section of the hotspring in ''Riddle Me This'' is a hint of it being female. Even if you wanted to argue that stuff like separating male and female changing/bathing areas also applies to Pokémon, Misty may have just had Togepi there with her because she wanted to have it near her at all times.
