The article states the the legendary beasts start roaming mainland Kanto in FRLG after defeating Team Rocket on Four Island, but I haven't been able to find any corroborating source for this. A Google search reveals a lot of different opinions on when they start roaming, including after getting the National Pokédex, and after defeating Team Rocket on Five Island. Anecdotally, in LG, I defeated Team Rocket on Four Island and spent 80 Max Repels searching for the roamer and couldn't find it, but after defeating Team Rocket on Five Island, I found it within 20 Max Repels.
