:Here's my two cents. The easiest way to determine "Legendary"/"Mythical" is whether or not they're banned in certain game modes, in the case of Sun and Moon this would be the Battle Royal and Battle Tree. In Gen VII, Cosmog, Cosmoem, Solgaleo, Lunala, and Necrozma ''are'' banned. The Ultra Beasts are not. And I haven't tested, but it seems the Guardian deities are not. This seems to suggest that the deities and UBs are not legends, but some other classification.
