::::::That would be ridiculous if they did. Personally I think blue means non-legendary, green(?) is a legendary, and rainbow is a special legendary (the box legends and Mythicals). If a green page means non-legendary too, that would mean the Tapus would not be legendary, which I don't think is up for debate.
