I'm not too familiar with the Safari Zone, but I think when you leave the Safari Zone building after you have been to the Safari Zone, the last map you were on usually is one of the Safari Zone areas, so according to that sentence you would have to be teleported back to that area instead of Fuchsia City. If all of the Safari zone areas count as the same "map", this problem would go away: the last map the player was on before entering the Safari zone is normally Fuchsia City, so it works. However, if the player got to the Safari Zone from somewhere without a 4th warp, the game ends up drawing upon the wrong data, and, voila! Glitch city.

However, I'm not actually sure whether the Safari Zone uses warps. If it does, my explanation breaks down.
