:Normally, descriptions for game mechanics, such as moves and Abilities, should be written in the present tense. But since you brought up the point that the Dream World is no longer accessible, so that specific characteristic of Vital Spirit can no longer be performed...I think this would be a case in which it is okay to use the past tense.
