For example, Reflect is obviously a variation of Light Screen, yet not classified as variations of each other due to having a high PP difference. However, by this definition, Reflect can be a variation of Safeguard (20 vs 25 PP), and Safeguard can be a variation of Light Screen (25 vs 30), but since Reflect and Light Screen have a 10 PP difference, they cannot be considered variations of each other.
