:I don't think so. Like you just mentioned, she steals Pokémon for her clients, not herself. J is a "gun-for-hire" kind of person, not a supreme leader of some sort. She's only in it for the money, and doesn't want to take over any part of the world and/or claim anyone else's property for herself. There's a pretty big difference.
