No it isn't. If you watch the episode you can see that it dosen't move mechanicaly and it dosen't say anywhere that it is team Rockets robot. :Having just watched the episode, it would certainly seem to be a Pokemon, even if it is just supposed to be a prop (it even has a cry), though it would have been created for just this episode (though it's not the first anime-exclusive Pokemon). It is odd however, that they did not just use a giant Spinarak.
