I would argue that Torterra more closely resembles Meiolania[http://en.wikipedia.org/wiki/Meiolania] or other Meiolaniidae. Proganochelys might also be a basis[http://en.wikipedia.org/wiki/Proganochelys], but I doubt it considering its smaller size.
