The first level is shown as soon as the player arrives at {{OBP|One Island|town}} for the first time, when [[Bill]] guides him/her to the [[Pokémon Net Center]] in order to meet his friend [[Celio]].


In addition to the standard features of a [[Pokémon Center]], it contains the [[Network Machine]], which connects [[Kanto]]'s and [[Hoenn]]'s [[Pokémon Storage System]]s. When it is first seen, it is not yet active, but after the {{player}} retrieves the {{key|III|Ruby}} and {{key|III|Sapphire}} from [[Mt. The music in the Pokémon Network Center ([https://www.youtube.com/watch?v=c46276xPPn4 listen]) is a rearrangement of the regular [[Pokémon Center]] theme ([https://www.youtube.com/watch?v=dl9kOir5VD4 listen]).
The second level is shown once Bill has helped Celio in One Island and grants access to the [[Pokémon Storage System]] as well as allowing communication with [[Kanto]]. More precisely, it is shown once the player has rescued [[Lostelle]] from the [[Wild Pokémon|wild]] {{p|Hypno}} at [[Berry Forest]] on [[Kin Island]]. When reached, the red, green and blue lights on the front of the machine will flash on and off.


The symbol seen on the front of the building later reappears on the [[Global Terminal#In Diamond and Pearl|Global Trade Station]]{{sup/4|DP}} and [[Global Terminal]]{{sup/4|PtHGSS}}, possibly indicating some sort of connection.

The Pokémon Network Center is based on the [[Pokémon Communication Center]] of the Japanese version of {{game|Crystal}}. Both facilities are expansions of regular [[Pokémon Center]]s which house similarly designed machines that extend communication functionality of their respective games; whereas the Pokémon Communication Center's Pokémon News Machine served as a rudimentary leaderboard for {{player}}s, the Pokémon Network Center's [[Network Machine]] instead allows players to link with {{game2|Ruby|Sapphire|Emerald}}.
